JOB DETAILS:
Overall purpose of the role:
The Protection Officer [Community-Based] will be responsible for the implementation of community-based protection activities, namely support to leadership structure, community mobilization, feedback and complaints mechanism, and community engagement. He/she will support in development and maintenance of community-based participation mechanisms in the camp, ensuring that the voices of men, women, boys, girls, and groups with specific needs are heard and represented.

Main Responsibilities:
• Lead the establishment and capacity building of active and efficient refugee leadership structures in consultation with MoHA and UNHCR as well as other partners in the camp where relevant
• Supervise elections and re-elections of community leaders and ensure that all communities within the camp have a leadership structure in place that is functional.
• Conduct physical verification of community leaders and update the community leaders database every month.
• Monitor and solve issues related to community leaders’ behavior and follow up on reports of misconduct/ breach of code of conduct by the community leaders.
• Ensure gender parity and inclusion of persons with specific needs (PSN) in leadership representation is maintained.
• Ensure all newly elected leaders are trained on the code of conduct, PSEA, and their roles and responsibilities
• Compile frequently asked questions received from the Friday Information Campaign, help desk, and meeting and share with partners for feedback, then disseminate to the community through mobile help desks and other sources.
• Ensure that committees are in place, have inclusive representation, have the necessary support and equipment, and that meetings and other activities are carried out regularly.
• Lead the development and facilitation of a two-way information flow between refugees and key stakeholders through the dissemination, collection, and analysis of information.
• Manage the Community engagement and mobile Help desks and inter-agency help desk activities aimed at facilitating two-way communication flow between refugees and stakeholders, through the collection and dissemination of information from agencies as well as complaints and feedback from the refugees.
• Ensure the correct management of the referral pathway and support the team to troubleshoot individual cases where problems arise
• Ensure timely response is provided to refugees’ complaints and concerns.
• Ensure accuracy and confidentiality of data and information about complaints and feedback given by refugees and ensure that information is stored safely.
• Ensure that the inter-agency help desk is functional, and monitor needs in terms of stationary and other supplies as well as maintenance/repairs of the building.
• Manage the activities organized at the community center.
• Work in close collaboration with refugee stakeholders (Community Leaders, Elders, and Representatives of Committees…) to ensure their input and participation in community-based activities.
• Ensure that AGD and Protection principles are mainstreamed into work with camp leadership, committees, and communities.
• Ensure work plans are prepared and implemented timely
• Attend the community-based protection, SGBV, and other working groups to ensure coordination of activities
• Act as a focal point for community engagement and messaging from humanitarian agencies to refugees in the camp
• Support Protection Team Leader [community-based] to keep track of indicators and monitor progress towards targets according to log frame and project proposal;
• Support Protection Team Leader [community-based] to write monthly reports for local authorities and donors
• Develop, support, and manage a team of refugee incentive workers.
• Perform any other tasks assigned by Protection Team Leader [community-based]

Data collection and reporting
• With support from Information management officer track indicators, maintain, update and analyses data on activity and indicator.
• With support from CBP Team leader, prepare and submit timely and quality weekly, monthly, quality and other donor reports as per the donor requirements. Accountable to meet reporting deadline.
• Support and working closely with Information Management officer and M&E on program data collection, track indicators, maintain, update and analyses data on legal activities.

Logistics Duties
• Take care of equipment’s and supplies for the job
• Ensure working equipment’s are in good condition and replenish/repairs when out of order
• Reports immediately any security incidence/issue detected in the DRC premises

Experience and technical competencies: (include years of experience)
• At least 1 year of experience working in the refugee context
• At least 1 year work experience in implementing community-based protection activities or related sector
• Previous experience in international organizations

Education:
• Bachelor’s degree in social sciences, political science, development, law, or other related fields

Languages:
• Good proficiency in written and spoken English, and Swahili. Kirundi an added advantage
